President's Report
As another year draws to a close at WCHQ, I feel proud looking back at all we have accomplished together. It’s important to remember that WCHQ operates fully as a collaborative; embedded within our member organizations and led by a dynamic board of members and key stakeholders, our strategies and priorities align directly with their objectives and requirements.
Guided by our collective strategic priorities, some highlights of our work in 2025:
Value: We provided actionable data to decision makers, demonstrating the measurable benefits of Wisconsin health systems' efforts to prevent disease and lower costs. We now have public reports that emphasize that the right healthcare saves money for real people; we aim to get this information in more hands so we can focus on solving the right problems.
Health for All: We prioritized rural and underserved populations, ensuring their inclusion in our initiatives throughout 2025. This commitment led our board to support our participation in the Rural Health Transformation Project with WCHQ offering technical assistance to ensure funding stays local.
Actionable Information: We have continued to focus on providing a flexible, user-friendly data platform that accommodates new data. Enhancements introduced in 2025 offered even more valuable insights for health systems seeking to improve care and members report it is easier to use. Stay tuned for an upcoming announcement about even more enhancements to our data repository soon.
As the year ends, I am grateful for the steady leadership of our board of directors.

Cervical Cancer Awareness Month – Health Insights
We are pleased to announce the inaugural edition of our monthly publication, WCHQ Health Insights, which begins with an in-depth analysis of Cervical Cancer in Wisconsin. This report is intended for legislators and other key decision makers, highlighting the initiatives of our Collaborative and offering clear, data-driven perspectives on how strategic investments can enhance health outcomes and manage associated costs.
As this month’s issue highlights, cervical cancer is largely preventable through vaccination and routine screening, yet it continues to disproportionately impact women of color and women in their prime working and caregiving years—creating ripple effects across families, workplaces, and communities. Recent improvements in screening and prevention are already avoiding an estimated 70+ cases of cervical cancer annually, demonstrating the real-world return on smart, evidence-based policy decisions.

WCHQ and WPHCA Partner to Advance Health Quality Across Wisconsin
We are proud to announce our new partnership with the Wisconsin Primary Health Care Association (WPHCA), strengthening our shared commitment to improving healthcare quality and addressing health disparities across the state.
WPHCA represents Wisconsin’s 19 community health centers, which provide essential, comprehensive primary care services to some of our under-resourced and underserved populations. By partnering together, WCHQ and WPHCA will leverage our collective expertise, data, and networks to better understand gaps in care and support strategies that improve outcomes for the State.

Advancing Healthcare Quality Through Strategic Partnerships
Our efforts to advance healthcare quality across Wisconsin are strengthened through meaningful, strategic partnerships. Our work is supported by a broad range of collaborators, including health industry partners, community organizations, policy leaders, and research partners, all aligned in advancing high-quality, equitable care statewide.
In 2025, partner support expanded the reach and impact of our quality improvement efforts, helping us better serve health systems, clinicians, and the patients they care for.
Through this support, we delivered data analytics, practical toolkits, research and education that promoted shared learning and collaboration across systems—all ensuring our work remained data‑driven, actionable, and responsive to the needs of Wisconsin’s healthcare community.
We are grateful for the trust our partners place in us. Their engagement powers statewide improvement efforts and enables deeper analysis, broader collaboration, and resources that drive measurable progress.

WCHQ President & CEO Gabrielle Rude, PhD Appointed Civitas Board Chair
We are excited to share that Gabrielle Rude, PhD, has been elected Board Chair of Civitas Networks for Health, the nation’s leading collaborative focused on strengthening health data exchange, interoperability, and community‑driven health improvement.
Civitas announced its 2026 Board of Directors as part of a broader update on the organization’s growth and strategic direction. The Board Chair role is a key leadership position guiding Civitas’ national network of more than 160 member organizations working to advance data‑driven health transformation across the country.
